It is our understanding that after the permit was issued, <br />NCDEQ realized that a permit for the facility had previously been issued by their office, which was not <br />provided when DAA requested information on the existing permit at the time of the C&DD Phase 2 and 3 <br />expansion design. <br /> <br />I. PROJECT DESCRIPTION <br /> <br />DAA proposes to contact and coordinate with NCDEQ regarding the applicable permit conditions <br />and requirements for the purpose of consolidating coverage to a single NPDES permit. This will be <br />performed in order to prevent miscommunication, confusion, and prevent any potential notices of <br />violation due to complying with nonapplicable permit conditions and sampling instructions. One permit <br />will be rescinded, and the remaining permit modified to establish sampling and reporting conditions for <br />the facility covered under the aforementioned permit. In addition, NCDEQ is transitioning to a mandatory <br />electronic filing of all monitoring reports required by the NPDES permits effective January 2022. <br /> <br />II. SCOPE OF SERVICES <br />Draper Aden Associates will meet with NCDEQ to determine the necessary permit modifications to <br />be filed for existing activities being conducted at the Eubanks Road facilities. DAA will then prepare any <br />permit application/modification documents and any necessary attachments necessary for submission to <br />NCDEQ. Upon receipt of the new permit, DAA will meet with Orange County Solid Waste Staff and <br />review the requirements for sampling, observations, and reporting included in the revised NPDES permit. <br />If necessary, DAA will be available to assist the OCSW Staff with sampling, observation, and reporting in <br />the upcoming year. <br /> <br />DocuSign Envelope ID: EB2D8B0E-5B04-4E73-8DE7-3BBA6B2A1509
