He <br /> performed a roll call of the Town Council; all members were present. <br /> Mayor Jenn Weaver called a meeting of the Hillsborough Board of Commissioners to <br /> order. She performed a roll call of the Board of Commissioners; all members were present <br /> except for Evelyn P. Lloyd and Matt Hughes. <br /> Mayor Pro Tern Karen Stegman called a meeting of the Chapel Hill Town Council to <br /> order. She performed a roll call of the Town Council; all members were present except for <br /> Jessica Anderson, Tai Huynh, and Pam Hemminger. <br /> Welcome and Opening Comments (BOCC Chair and Mayors) <br /> Chair Price said read a passage written by Martin Luther King, Jr. from his manuscript <br /> "Where Do We Go From Here; Chaos or Community?" on the importance of community. She <br /> said she was glad to be present at the Assembly of Governments meeting with everyone and <br /> that she believes they can accomplish so much for the people they serve as they work together <br /> as one orange. <br /> Chair Price greeted everyone and introduced members of the Board of Commissioners. <br /> Chapel Hill Council Member Jessica Anderson joined the meeting at 7:06 p.m. <br /> Hillsborough Commissioner Member Matt Hughes joined the meeting at 7:06 p.m. <br /> Mayor Pro Tern Karen Stegman greeted everyone and introduced members of the <br /> Chapel Hill Town Council. <br /> Mayor Weaver greeted everyone and introduced members of the Hillsborough Board of <br /> Commissioners. <br /> Mayor Seils greeted everyone and introduced members of the Carrboro Town Council. <br /> Chair Price asked staff to introduce themselves as appropriate during the presentations. <br /> 1. Long Term Recovery Plan Update <br /> In 2020, the County and its municipal partners allocated a total of $175,000 in CARES Act <br /> funding to retain a consultant to support long term recovery planning and to draft a final report <br /> with detailed recommendations, implementation approaches, and performance indicators. The <br /> planning effort involved several community organizations and representatives to quantify and <br /> characterize the impact of the pandemic in their respective focus areas, generate ideas and <br /> recommendations, establish recovery priorities using a social justice and racial equity <br /> perspective, and review of the final draft documents. <br /> Public engagement efforts during the planning process sought to engage all community <br /> members and included deliberate measures to improve representation from communities of <br /> color. The County convened focus groups and translated engagement materials into four <br /> languages to increase representation from communities most severely impacted by the <br /> pandemic. Feedback from these groups was shared with local governments, elevated, and <br /> referenced throughout the planning process to help shape the strategies and initiatives in the <br /> plan. <br /> The guiding vision of the Plan is to leverage recovery from the COVID-19 pandemic to <br /> strengthen and transform Orange County by improving economic sustainability, providing <br />
