SPECIAL CONDITIONS <br /> <br /> <br />High Rock Waste & Recycling Center Improvements SC - 4 <br />Orange County, North Carolina JULY 2021 <br />DAA PN R00592-213N <br /> <br /> <br /> <br />S-14 - DISPOSAL OF WASTE MATERIALS <br /> <br />14.1 The contractor shall be responsible for disposal of all other waste/spoil materials. Means of <br />disposal shall be subject to the Engineer's approval. <br /> <br /> <br />S-15 - WORK SITE MAINTENANCE AND RESTORATION <br /> <br />15.1 Siltation and bank erosion shall be minimized during construction. All work shall conform to <br />the requirements of the North Carolina Sedimentation Pollution Control Act of 1973, to Plan <br />requirements, and the following: <br /> <br />15.2 For pipeline construction surface water shall be diverted away form trenching operations, <br />where possible. Silt fences shall be constructed as required to preclude entry of silt into <br />natural drainageways before permanent grass cover is established on disturbed areas. <br /> <br />15.3 Disturbed areas shall be cleaned up, dressed off and grassed as construction progresses. <br />No completed areas shall be left unseeded for a period of more than 7 days. If cleanup <br />and grassing are not reasonably kept up with construction operations, the Engineer shall <br />suspend operations until these work items are completed. Should the cleanup be <br />completed and the disturbed area ready for seeding at time inappropriate for establishing <br />permanent grass cover, temporary cover shall be provided using sufficient Rye or Sudan <br />grass until such time as permanent cover can be developed. The seeded area shall be <br />covered with hay or straw mulch held in place by an asphaltic material. In no case shall a <br />total area of one (1) acre be left ungrassed. Any areas on or adjacent to the work site <br />disturbed during the course of construction shall be restored to present or better condition. <br /> <br /> <br />S-16 - SHOP DRAWINGS & SUBMITTALS <br /> <br />16.1 In each separate section of the specifications, shop drawings and submittal requirements <br />are specifically addressed. <br /> <br />S-17 - ACCESS <br /> <br />17.1 Representatives of the Owner, the Engineer, shall have access to the work and all records <br />relative to the work whenever it is in preparation or progress and the Contractor will provide <br />proper facilities for such access and inspection. Access facilities shall include ladders, <br />walks, foot bridges, dewatering, illumination, etc. <br /> <br /> <br />S-18 - OSHA <br /> <br />18.1 The Contractor shall comply with the Department of Labor Safety and Health Regulations <br />for construction promulgated under the Occupational Safety and Health Act of 1970 <br />(PL 91-596) and under Section 107 of the Contract Work Hours and Safety Standards Act <br />(PL 91-054). <br /> <br />DocuSign Envelope ID: BBF56E0A-3618-497E-AA70-92F097E8F598
