Additionally, our involvement with trade organizations such as <br />SWANA, and our work in the solid waste industry across several states enables us to be in the forefront of the <br />changing industry and apply new technologies to the benefit of our clients. <br />Two significant challenges for operating landfills are soil resources for liner systems, daily cover and closure, <br />and leachate management and treatment. As noted in Section Two, which describes our relevant work, we have <br />successfully completed soil borrow studies and leachate system design. Since leachate from the Eubanks Road <br />landfill is discharged to the sanitary sewer, leachate management and treatment may be less of an issue for the <br />OCSWM compared to other facilities; however, maintenance of the collection system and strategies to minimize <br />leachate generation will help to lower future operational costs. <br />Landfill Gas Management <br />Landfill gas management is important not only for regulatory compliance, but also for managing operational <br />issues such as odor control and minimizing a source of VOCs to leachate and groundwater. As noted in Section <br />Two: Experience, we have completed Title V permitting and greenhouse gas reporting for several clients. Our <br />field services personnel have successfully operated and maintained active LFG collection systems. This includes <br />monitoring gas production and optimizing gas extraction by balancing the system and isolating areas of the <br />system that require repair as landfills settle. One particular success is at the Henrico County, Virginia, Springfield <br />Road Landfill where LFG is being extracted to generate electricity. A year ago the system was extracting <br />approximately 540 scfm from the landfill. During the past year, through trouble-shooting, balancing, and <br />repairing the extraction system we have optimized the extraction rate and are now pulling 950 scfm with over <br />50% methane and less than 0.5% oxygen. <br />Solid Waste Facility Operations Assistance <br />Our staff is prepared to assist the OCSWM with operations at the Eubanks Road Facilities. Several of our local <br />staff are licensed Landfill Operators (MOLO) through SWANA and have a wealth of experience with multiple sites <br />across North Carolina and other states. Our engineers, field services personnel, construction managers, and <br />surveyors have decades of experience in the solid waste industry and can provide the input needed to optimize <br />your operations. Additionally, our network of solid waste clients can put you in touch with other operators who <br />can also provide insight and assistance. <br />Transfer Station and Convenience Center Design <br />With the possibility of OCSWM permitting and constructing a solid waste transfer station in the near future, <br />DAA is prepared to assist OCSWM with the many steps and components necessary for a successful project. As <br />you are aware, gaining the support of the public, local residents, and the governing board is a must. We have <br />successfully assisted our clients with public presentations, data gathering, creation of exhibits, and arguing on <br />their behalf to help a project gain the support and approvals necessary to move forward.
