Engineering Surveying Environmental Services <br />Draper Aden Associates <br />Section Seven <br />Approach and Understanding <br />36 <br />The Orange County Solid Waste Management Department (OCSWM) has a diverse array of solid waste <br />management facilities. Draper Aden Associates has provided comprehensive solid waste management services <br />to Orange County for many years as well as other local governments and local government entities for over <br />three decades in the Mid-Atlantic and Southeastern regions. Since we have concentrated on serving local <br />governments, we understand the constraints under which local governments operate. Several factors are <br />important to successful solid waste management programs including comprehensive asset management, <br />service to citizens, and management of regulatory compliance and environmental liabilities. A comprehensive <br />asset management strategy evaluates revenue-generating facilities, like the active Eubanks Road Solid <br />Waste Facility, and the value associated with the available air space versus maintenance costs and regulatory <br />compliance issues at closed facilities, like the two MSW landfills on this site. This approach evaluates both the <br />long-term, life-cycle costs versus the short-term operational concerns to develop an appropriate operational <br />and compliance strategy that addresses the pressures to provide ever-increasing services more cost-effectively. <br />Section Two of this proposal outlines the range of solid waste management services we provide to our clients <br />and illustrates the ways in which we are best positioned to assist OCSWM with your solid waste management <br />operations. <br />Landfill Engineering, Permitting, and Construction <br />Our design permitting services have resulted in successful projects for the development of new landfills with <br />state-of-the-art liner and leachate collection systems, as well as cap design and closure as airspace is filled. <br />Additionally, we work with owners to bid and procure the services of qualified contractors to competitively <br />implement the design. Our construction management, geotechnical, and surveying services ensure that the <br />construction projects are completed according to specifications and regulatory requirements. These personnel <br />specialize in landfill construction projects and are therefore able to efficiently complete the required testing and <br />surveying needed to complete projects on time and on budget. <br />We have provided design and permitting services for construction and demolition debris landfills, yardwaste <br />facilities, convenience and collection centers, and recycling facilities. <br />We continually evaluate new technologies for applications to solid waste related projects. Laser scanning <br />technology has proven useful and cost-effective for quickly calculating soil stockpile volumes and managing <br />soil resources. Aerial mapping technologies are also rapidly evolving and are reducing costs for topographic <br />mapping to determine compaction rates and remaining air space. As these costs come down, more frequent <br />aerial surveying becomes possible and enables you to more closely monitor operations and revise plans and <br />practices as needed. <br />Relationships with NCDEQ are critical to successful permitting, construction and operation of solid waste <br />facilities.
