Section Four <br />Qualifications of Key Personnel <br />29 <br />Resume – Lori Scozzafava <br /> <br /> <br />2 <br />Project Manager of an assignment performed for the Rocky Mountain Institute, the Carbon War Room <br />and the Clinton Foundation where the GBB Project team assisted in creating strategies in the areas of <br />waste collection economic analysis, recycling and yard waste collection feasibility, landfill development <br />costs, stakeholder participation, and landfill gas recovery quantification. <br />Officer-in-Charge of the GBB Project Team that assisted the Municipality of Anchorage in the <br />development of a Business Plan for Roll-off Services. <br />As a GBB Senior Consultant, assisted St. Mary’s County, MD in the preparation of a comprehensive Solid <br />Waste Management and Recycling Plan Update that examined residential, commercial, institutional and <br />industrial waste generation rates, collection practices, disposal capacity and adequacy of the County's <br />existing systems to effectively manage those waste streams over a ten-year period. <br />Selected Association and Public Sector Experience <br />Executive Director <br />US Composting Council and Composting Council Research & Education Foundation (2013-2014) <br />Hired to turn around finances, improve the organization's influence and expand membership value. <br />Reporting to the Boards, provided strategic and operational leadership for both organizations. Improved <br />programs (certification, education, and training), communications, advocacy, finances, planning, <br />fundraising, and staff performance. Managed a staff of seven and a $1.5 million budget. Serviced 800 <br />member companies in the composting industry. <br /> <br />Deputy Executive Director <br />Solid Waste Association of North America (2004-2013) <br />Reporting to the Executive Director, directly supervised Administration, Membership, Information <br />Technology and Database Implementation as well as a $5.4M budget and staff of 23 staff (including four <br />direct reports.) Developed and led strategic planning, budgeting and forecasting. Tracked and evaluated <br />the implementation of programs and services. Provided oversight for legal and insurance compliance. <br />Interacted with a Board of 68 and 8,000 members representing all aspects of solid waste management <br />(from landfilling to recycling.) <br /> <br />Director of Technical Programs <br />Solid Waste Association of North America (1999-2004) <br />Developed / implemented training, education and technical assistance programs. Managed WASTECON <br />technical programs, training and certification, specialty symposia and workshops, technical publications <br />and policies. Supervised staff of five. <br /> <br />Division Manager, Recycling Services Division <br />Maryland Department of the Environment (1991-1999) <br />Directed the State of Maryland’s $4 million program for 21 counties. Developed and led a team of <br />program managers and enforcement officers (6 direct reports).
