Areas of <br />stormwater responsibilities include stormwater compliance (VPDES), stormwater <br />inspections during and after construction, erosion and sediment control inspections <br />during and after construction, TMDL loading calculations, SWPPP preparation and <br />review, SPCC preparation and review, pollution prevention plan preparation and <br />review, stormwater sampling and reporting. He is also responsible for laboratory data <br />validation and numerical methods of data analysis; field supervision of monitoring <br />projects, and writing reports for long and short term stormwater monitoring projects. <br />Groundwater Monitoring Program Management: Mr. Laughlin is currently <br />responsible for managing the environmental tasks at ten landfill facilities. He is <br />also responsible for laboratory data validation and numerical methods of data <br />analysis; field supervision of monitoring projects, and writing monitoring reports <br />for long and short term monitoring projects. These landfill facilities include: <br />• Orange County Sanitary Landfill <br />• City of Franklin <br />• City of Harrisonburg <br />• Cumberland County Hamilton Sanitary Landfill <br />• Cumberland County Madison Sanitary Landfill <br />• Fluvanna County Sanitary Landfill <br />• Potomac CDD Landfill <br />• Shoosmith Sanitary Landfill <br />• Stump Dump CDD Landfill <br />• Weaver Industrial Landfill <br />Henrico County Solid Waste Management Annual Contract Henrico County, <br />VA: Environmental Scientist for groundwater, gas monitoring, and stormwater <br />services provided to Henrico County under an annual services contract.
