Engineering Surveying Environmental Services <br />Draper Aden Associates <br />Section Two <br />Experience <br />7 <br />and construction management of a solid waste baling and materials processing (recycling) facility, for Watauga <br />County, the Cities of Boone and Blowing Rock, and Appalachian State University. The facility manages 200 tons <br />per day of refuse, as well as all recyclables collected by the region’s recycling program. Facility size is 22,000 <br />square feet, including tipping floor, baling floor, recycling processing area and loading dock. When landfill <br />expansion plans were terminated, we designed the conversion of the facility to a recycling center and solid <br />waste transfer station. The conversion made use of an innovative means to implement grade separation at the <br />formerly single grade building. <br />Assessment Plan <br />During expansion planning for the County’s landfill/balefill facility, groundwater testing indicated organic <br />impact to groundwater. Negotiations with the NCDEQ resulted in a phased plan for groundwater impact <br />analysis and corrective action. Monitored Natural Attenuation (MNA) was ultimately chosen as the corrective <br />action program, following an Assessment of Corrective Measures (ACM). <br />Landfill Closure CQA <br />Final closure of the 20-acre facility was completed with Draper Aden Associates providing full-scale construction <br />management and inspection services. A gas management system was designed into the project. <br />Groundwater and Gas Management <br />Draper Aden Associates was tasked with determining the rate, character, and extent of groundwater <br />contamination and gas migration off-site and into surrounding residential and commercial areas. Migration <br />of gas has extended into fractured bedrock beneath the facility. Draper Aden Associates is continuing in the <br />assessment effort, working closely with the state to develop a cost-effective program to alleviate the issue. <br />Solid Waste Management Program <br />Springfield Road Landfill <br />Henrico County, Virginia <br />Draper Aden Associates has worked with Henrico County on <br />key components of the Springfield Road Landfill (SRLF) facility <br />for a total of 18 years, including the past six years.
