2 <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Housing and Community Development <br /> 2. The Orange County Partnership to End Homelessness Program has received notification <br /> of a $43,565 Emergency Solutions Grant award from the North Carolina Department of <br /> Health and Human Services, Division of Aging and Adult Services. This is a reimbursable <br /> grant with the service period of January 1, 2022 through December 31, 2022. These funds <br /> will be used to address the needs of the vulnerable homeless population in Orange County. <br /> The majority of the funding will be used for direct assistance for landlord-tenant mediation <br /> and legal services, and the remainder will be used for temporary staff to support housing <br /> search and placement and housing stability case management. This budget amendment <br /> provides for the receipt of these funds within the Community Development Fund. <br /> 3. In prior budget amendments, the Housing and Community Development Department has <br /> received fund awards of $667,233 through the Emergency Solutions — Covid-19 - Grant. <br /> Due to attrition and other savings, the department does not anticipate fully spending this <br /> grant award by the state deadline of June 30, 2022. Through January, $508,562 has been <br /> spent in this project. As such, this amendment authorizes two full-time time limited positions <br /> with a time limited expiration date of June 30, 2022 in order to fully utilize these grant funds. <br /> Housing staff will seek grant funding to continue these positions July 2022 and beyond. <br /> This amendment has no financial impact, and will utilize funds already authorized in the <br /> Community Development Fund, outside of the General Fund. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> Emergency Services <br /> 4. This amendment transfers $31,531 of Alternative (Bond) Financing from the Voice <br /> Interoperability Plan for Emergency Responders (VIPER) Radio System project to the <br /> Communication System Improvements project, for purchase of one radio repeater to <br /> improve signal for emergency radio communication within large facilities. <br />
