1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: February 1, 2022 <br /> Action Agenda <br /> Item No. 8-f <br /> SUBJECT: Construction Contract for High Rock Road Waste and Recycling Center <br /> Renovation <br /> DEPARTMENT: Solid Waste <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Contract Robert Williams, 919-918-4904 <br /> PURPOSE: To approve and authorize the County Manager to sign a contract with Bar <br /> Construction Company, Inc. for the renovation of the Orange County High Rock Road Waste <br /> and Recycling Center. <br /> BACKGROUND: Orange County has a Waste and Recycling Center on High Rock Road. The <br /> facility is in need of renovation to allow for more efficient operation and expand available <br /> services. <br /> Orange County issued a Request for Proposals on November 30, 2021 for the renovation of the <br /> High Rock Road Waste and Recycling Center. Three firms responded to the request, and after <br /> review, Bar Construction was selected as the lowest responsible responsive contractor. The <br /> attached contract provides for the renovation of the High Rock Road Waste and Recycling <br /> Center. The renovation is part of the approved Capital Investment Plan. <br /> FINANCIAL IMPACT: The financial impact for the construction costs totals $1,041,000 for <br /> renovation of the Center. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impact is applicable to this item: <br /> • ENERGY EFFICIENCY AND WASTE REDUCTION <br /> Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption; <br /> 3) increase the use of recycled and renewable resources; and 4) minimize waste stream <br /> impacts on the environment. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the <br /> Manager to sign the contract with Bar Construction Company, Inc. for the renovation of the High <br /> Rock Road Waste and Recycling Center. <br />
