10 <br /> City of Graham Ordinance <br /> ARTICLE III. -CONGREGATING UPON STREETS AND SIDEWALKS <br /> Sec. 18-69. -Assembling on streets. <br /> It shall be unlawful for any person to hold any auction sale on any street, except at the courthouse, <br /> without permission of the police or the council, and it shall be unlawful to attract a crowd on any street, <br /> sidewalk or public thoroughfare so as to impede travel thereon, except where permitted by the city <br /> council and supervised by the police department. <br /> (Code 1978, ch. F, art. I, § 13; Code 1983, § 12-66) <br /> Sec. 18-70. - Public meetings—In fire limits. <br /> Any outdoor public meeting, speech or gathering within the fire limits, as now or hereafter designated, <br /> shall be conducted on the inside of the Court Square closest to the courthouse. <br /> (Code 1978, ch. F, art. III, § 2; Code 1983, § 12-67) <br /> Sec. 18-71. -Same—Outside fire limits. <br /> Any outdoor public meeting, speech or gathering outside the fire limits shall be conducted only on a <br /> sidewalk and at a minimum of 50 feet from any street corner, except where permitted by the city <br /> council and supervised by the police department. <br /> (Code 1978, ch. III, § 3; Code 1983, § 12-68) <br /> Sec. 18-72. -Same—Hours. <br /> No person shall conduct any public meeting or deliver an address except between the hours of 6:00 p.m. <br /> and 9:00 p.m., Monday through Saturday. <br /> (Code 1978, ch.
