A portion of the amended law pertains to written comments for public <br /> hearings held in remote meetings during declared emergencies. The Session Law updated the <br /> parameters for public written comments. Written comments on the subject of the public hearing <br /> can be submitted by interested persons until 24 hours prior to the scheduled time for the <br /> beginning of the public hearing. <br /> Chair Price introduced Craig Benedict, Orange County Planning Director. <br /> Craig Benedict said the amendment decriminalizes violations of the LIDO. He said staff <br /> went through the LIDO to remove any language about criminal penalties. He said this does not <br /> change potential criminal penalties for violation of floodplain management, soil erosion and <br /> sedimentation control, and stormwater regulations. He said these changes were mandated by <br /> state law.
