She said the increases have to do with <br /> what is happening in the economy, but it seems higher than staff expected this project to go. <br /> 10. County Attorney's Report <br /> John Roberts said the legislature is considering three elections bills tomorrow: one <br /> adjusts dates and times certain ballots have to be in, the other prohibits private money to be <br /> used in funding elections or hiring elections personnel. He said the main focus is still on getting <br /> the budget done. <br /> Commissioner McKee asked if John Roberts to explain the second bill. <br /> John Roberts said he does not know what led to this bill, but it adds the following <br /> language to the elections section of the general statute "nothing in this chapter shall grant <br /> authority to county boards of elections to accept private monetary donations, directly or <br /> indirectly, for conducting elections or employing individuals on a temporary basis". He said if <br /> the Commissioners are interested, he can ask for more information form the North Carolina <br /> Association of County Commissioners (NCACC) staff. He said sometimes these bills are <br /> directed at one county that acted in a way the legislature didn't like. <br /> Commissioner McKee said he is interested to know more, because he does not <br /> understand how that behavior could have been legal to start with. <br /> John Roberts said he does not understand either, but sometimes a county will do <br /> something the legislature does not like and they will simply clarify the law based on the <br /> circumstance.
