He said nothing can move forward without an additional resolution agreed <br /> upon by the three local governments. <br /> Commissioner Bedford said usually the land is not sold, but rather is donated. She said <br /> developers are typically contracted to do what the three local governments have determined will <br /> be done. <br /> Craig Benedict said the three local governments will likely set parameters of what they <br /> expect, which is one of the methods to create affordable-housing. He said since there are 50- <br /> 60 acres that could be used, there are different opportunities available, and it is completely in <br /> the local governments' control. <br /> Commissioner Fowler said Craig Benedict addressed a lot of the background <br /> information, but one concern she has is about access roads, and considering where roads will <br /> go prior to any agreements being made. She said some people do not want roads running <br /> through the preserved areas, due to wildlife. She asked if staff would address the issue of <br /> roads cross-cutting preserved areas and speak about potential traffic that would come through <br /> the Rogers Road community. <br /> Craig Benedict said there is another road being planned through Chapel Hill that goes <br /> from the far northwest corner that swings around and out through the future church property out <br /> to Rogers Road. He said there would be a southern road as well, and would go out to <br /> Homestead Road, which would be the primary access to the school site. He said there are <br /> historic dirt roads that go through the site. He said this would not disturb any environmental <br /> lands. He said it would be land within the preserve, but outside of the jurisdictional and <br /> regulatory buffers for the most part. He said the road would swing into the development joint <br /> area and be able to connect with some sort of internal network. He said it is not likely that there <br /> will be roads over the train tracks to the east. He said no roads are on the map yet, and there <br /> is still the opportunity to decide how the roadways would be placed on the map and can be <br />
