Reconfigure 60 acres - Orange County <br /> Headwaters Preserve(following the completion of <br /> items 3 and 4) <br /> Craig Benedict said there was a 2020 resolution, adopted by all three local <br /> governments, which instructed the next steps that staff took. He said while acreage and land <br /> uses were assigned in the resolution, it did not put them on a map. He said by doing an <br /> environmental analysis and outreach, the next step was creating a map. <br /> Craig Benedict said in the late 1990s, there was a 160 acre area purchhsed for landfill <br /> purposes, and through an agreement between the three jurisdictions, the land was split into two <br /> pieces: 60 acres that went to the solid waste enterprise fund and 104 acres was put into joint <br /> ownership and is now known as the Greene Tract area. He said when Orange County <br /> repurchased the 60 acre area from itself, it was renamed the Headwaters Preserve. He said for <br /> the purposes of tonight's discussion, the Greene Tract is focused on the 104 acres which is <br /> jointly owned, and the Headwaters Preserve will also be mentioned, which is the 60 acres the <br /> county purchased from itself. <br /> Craig Benedict said the 2020 resolution pointed out that the 60 acres may not have <br /> been the best environmental lands for the county to preserve. He said the 2020 resolution <br /> discussed reconfiguring acreage for preservation of the best enviornmental lands. He said with <br /> 82 total acres of preserved lands, there are also 82 acres of land with development potential, <br /> and those 82 acres would be used for housing and mixed use, as well as some for the school <br /> site that was identified. He said the resolution also sought to keep in mind limited open land for <br /> schools in Chapel Hill and Carrboro, and that land banking may be a possibility.
