2 <br /> and referenced throughout the planning process to help shape the strategies and <br /> initiatives in the plan. <br /> The guiding vision of the Plan is to leverage recovery from the COVID-19 pandemic to <br /> strengthen and transform Orange County by improving economic sustainability, providing <br /> resources, and advancing social and racial equity. The recommendations in the Plan are <br /> organized into seven Recovery Support Functions focused on the local economy, the <br /> health system, human services, housing, natural and cultural resources, community <br /> planning, and public information. Each governing board also received a presentation on the final <br /> draft plan in the Summer of 2021 (Attachment 2). These presentations were followed by <br /> a letter to elected officials in the Fall of 2021 that answered questions raised by each <br /> governing board (Attachment 3). <br /> The Recovery Support Functions are now in the process of identifying how programs and <br /> services currently provided by each jurisdiction are working to advance the goals <br /> contained in the Plan. The inventory will serve as the basis for a gap analysis to identify <br /> strategies that are not currently being addressed or are not being addressed adequately. <br /> A preliminary review of the responses identifies areas where interagency collaboration <br /> has been successful, but it also demonstrates the need for flexibility as each jurisdiction <br /> executes the initiatives contained in the Plan. As a result, each jurisdiction will be asked <br /> to endorse the strategies contained in the Plan rather than the specific initiatives.
