9 <br /> Orange County Proposal <br /> For <br /> National Family Caregiver Support Program Funds <br /> Submitted to <br /> Triangle JCouncil of Governments Area Agency on Aging <br /> November d 7,2007 <br /> Backgroba <br /> Triangle J Area Agency,on Aging has received National Peabody Caregiver Support Funds from <br /> the Reau[herivcon of me Older Americans Act to he distributed to all counties m Region J. The <br /> purpose of ratio funds is to support respite services for family caregivea of adults aged 60 and <br /> older which may include(1) mformatlon regarding saNces to caregivers, (2)Assistance to <br /> ampivers m accessing those services,(3)Caregiver coining,suppon groups,individual <br /> cop ekg,(4)Reapitecareand(5) SWplemmmismic6. Respiteisdefinedaspmvidinga <br /> sitter,to home or other cane location,which relieves the family/ureaid primary caregivers)of a <br /> pemeq aged 60+from direct two responsibilities for a short time. The duration can be fioma <br /> half how to several days wrier various circumstances.In a fully,developd county respite service <br /> Francis,different formins(in and out of home,short and long term,etc.)would be available to <br /> meet the needs of the differwt types of categiving situations. <br /> Orwge County has been allocated a mimrntw of$26,667 for FT2002 which includes a$5,000 <br /> local match,either cash or m-kind. Each County is responsible for establishing a work group <br /> that would prepare a respite service proposal and submit it to the Region J Aging Advisory <br /> Council for approval by December 2001. To be f rshed, proposes wwty respite plans must. <br /> (1) Serve fornily/wpaid caregivers of adults aged agent over, <br /> (2) Uve service priority to those in"greazert need:° <br /> (3) Reflect longer-term awarrncas and intention to address the particular needs of all <br /> segments of county caregivers; <br /> (4) Allow far"coat-ehming"(client caregiver given opportunity to contribute,but not actual <br /> service); <br /> (5) Represent a]awl[hc initial stage of a respite system approach that is design el b deliver <br /> more actual am ice than the federal dollars could purchase on the service market; <br /> (6) Give priority comidmition to the ut hwhion of volunteers. <br /> Qtange County Planning,Process <br /> During the FY 1999-2000,the Orange County Reard of Commissioners approved a process to <br /> develop a Master Aging Plan(M.A.P.)for Orwgc County for the period from July 2000-June <br /> 2005,The Commissiomrs' goal was" develop and implement a Master Aging Plan(M.A.P.) <br /> that would provide a comprehensive and cnmdinated delivery of commonality services to savior <br /> citizens over the life span who have different levels of Emotional capacity" To achieve this <br /> goal,the County Commissioners enabbshed a M.A.P.Task Forte in November 1999, comprised <br /> Of a Steering Comminee sued three functional subcommittees:the Well-Pit Subcommittee,the <br /> Page 1 of5 <br />
