2 <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Impact Goals <br /> are applicable to this item: <br /> • ENERGY EFFICIENCY AND WASTE REDUCTION <br /> Initiate policies and programs that: 1) conserve energy; 2) reduce resource <br /> consumption; 3) increase the use of recycled and renewable resources; and 4) <br /> minimize waste stream impacts on the environment. <br /> Department of Social Services <br /> 2. The department has received an allocation of ARPA funding from the state to provide <br /> energy payment assistance to low income households. The program will run from January <br /> 2022 to June 2022, and the County will receive $682,524 for direct payments. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> Health Department <br /> 3. The Orange County Health Department has received the following additional funds: <br /> • UNC Health Alliance - An incentive payment of$51,418 from UNC Health Alliance <br /> for its performance in Blue Premier and Next Generation Accountable Care <br /> Organization (ACO) alterative payment models for 2020. These funds will be utilized <br /> to purchase necessary furnishings, equipment and supplies throughout the <br /> department, as well as supplement operational expenses in the Nicotine <br /> Replacement Therapy program. This amendment provides for the appropriation of <br /> these funds. <br /> • UNC FIT - $32,000 subcontract from the University of North Carolina School of <br /> Medicine, Department of Family Medicine's Community Health Grant, to support an <br /> additional Community Health Aide for the Formerly Incarcerated Transition (FIT) <br /> program. These funds will cover a full time time-limited position through June 30, <br /> 2022. This amendment provides for the appropriation of these funds and the <br /> creation of this time-limited FTE. <br /> • CDC COVID-19 Vaccination Program - $263,260 in federal pass-through grant <br /> funding to support the COVID-19 pandemic response. The grant service period ends <br /> May 31, 2022. This amendment provides for the appropriation of $115,003 of this <br /> funding to be used towards personal mileage of staff, costs associated with renting <br /> a van for mobile vaccine clinics, PPE, and printing of way-finding signage and <br /> promotional flyers/postcards to inform residents of the vaccine clinics.
