He said the idea was to operate <br /> 9 conservatively, as the Department of Revenue was advising counties to be careful about <br /> 10 projecting revenues and to not rely on the same hold harmless payment as received in the past. <br /> 11 He said, due to a change in how sales tax was delivered a few years ago, an increase in online <br /> 12 shopping during pandemic resulted in higher sales tax revenue.
