27 <br /> 1 The Board accepted a trail easement donation for the purpose of construction of a section of the <br /> 2 NC Mountains-to-Sea Trail (MST) and a small parking area, and to approve an amendment of <br /> 3 an existing conservation easement held by the County. <br /> 4 e. Orange County Sportplex Field House Stormwater Control Measure Access and <br /> 5 Maintenance Easement and Agreement with Town of Hillsborough (103 Meadowlands <br /> 6 Drive, Hillsborough) <br /> 7 The Board approved a Stormwater Control Measure Access and Maintenance Easement and <br /> 8 Agreement with the Town of Hillsborough for the Orange County Sportsplex Field House <br /> 9 Stormwater Control Measures; and considered authorizing the Chair to sign the necessary <br /> 10 paperwork upon final County Attorney review. <br /> 11 f. Fiscal Year 2021-22 Budget Amendment#4 <br /> 12 The Board approved budget, grant, and capital project ordinance amendments for Fiscal Year <br /> 13 2021-22 for the Department of Social Services; Library Services; County Attorney; Health <br /> 14 Department; and the Planning and Inspections Department. <br /> 15 g. Fine Free Initiative for Orange County Library Services and Approval of Budget <br /> 16 Amendment#4-A <br /> 17 The Board approved the elimination of late fines for Orange County library patrons, including the <br /> 18 immediate elimination of all late fines and forgiveness of all existing fines, and approve Budget <br /> 19 Amendment#4-A. <br /> 20 h. Approval of WatchGuard Agreement for In-Car Video System and Evidence <br /> 21 Management Software <br /> 22 The Board approved the WatchGuard Agreement for in-car video system and evidence <br /> 23 management software for the Sheriff's Office. <br /> 24 i. Approval of Chapel Hill-Orange County Visitors Bureau Advisory Board Amended <br /> 25 Policies and Procedures <br /> 26 The Board approved amendments to the Chapel Hill/Orange County Visitors Bureau Advisory <br /> 27 Board Policy and Procedures document to remove the Orange County residency requirement <br /> 28 for members, and to address other housekeeping updates. <br /> 29 <br /> 30 9. County Manager's Report <br /> 31 Bonnie Hammersley reiterated that the library is going fine free. She said current fines <br /> 32 will be forgiven, and a press release is ready to go out in the morning so that residents know. <br /> 33 She said this was an anticipated item for the 2021-2022 budget, and the county tried to <br /> 34 coordinate timing with the Chapel Hill Library, but the town did not make the decision in time for <br /> 35 Orange County to catch on board. She said the libraries try to do the same things and have <br /> 36 similar policies and procedures. She said this is something that will be worked on by the Library <br /> 37 Task Force, and she looks forward to coordinating efforts between the county and town <br /> 38 libraries. <br /> 39 Bonnie Hammersley gave an update on the 203 Greensboro Project in Carrboro, which <br /> 40 will eventually potentially house a southern branch library and workforce development center. <br /> 41 She said Travis Myren sent email to the commissioners on November 11th indicating the <br /> 42 increase of$5.9 million for cost of project. She said staff is conducting a value engineering <br /> 43 exercise, and is working on timeline for that and will bring it to the Board. She hopes to find <br /> 44 ways to reduce the increase. She said the value engineering does take time, and the cost <br /> 45 increases are unfortunate. She said there was detail in the memo that highlighted some of the <br /> 46 increases, some of which were incredibly significant. She said the increases have to do with <br /> 47 what is happening in the economy, but it seems higher than staff expected this project to go. <br /> 48 <br /> 49 10. County Attorney's Report <br /> 50 John Roberts said the legislature is considering three elections bills tomorrow: one <br /> 51 adjusts dates and times certain ballots have to be in, the other prohibits private money to be <br />
