24 <br /> 1 Commissioner Richards said she is very unhappy with the process as she stood at the <br /> 2 Rogers Road meeting and told people the Board was not voting this week because she did not <br /> 3 know the Board was voting. She said she wants to be able to stand by her word. She said she <br /> 4 has evolve since that time and feels strongly that her personal vulnerability should not take <br /> 5 precedent over doing the right thing. She said moving this forward is the right thing, but wants <br /> 6 to have her strong displeasure with the process noted for the record. She does not want to be <br /> 7 put in that position again. <br /> 8 Commissioner Hamilton said process is important and the Board was not told this vote <br /> 9 was happening. She said it was not a matter of not paying attention or missing an email. She <br /> 10 said integrity is following a process where everyone is told, and this community is evolving with <br /> 11 new people are moving in all the time. She said this topic has been discussed for many years, <br /> 12 but some people will not have heard about it as they are new. She said just putting information <br /> 13 on a website is not acceptable. She said she will go ahead and support this now, but think that <br /> 14 answers to questions from November 7th and 8th should be on the website. She said the Mayors <br /> 15 and Chair need to rethink the whole way these meetings are done so there is no lack of <br /> 16 accountability to the rest of the commissioners. She said minutes may be needed. She said <br /> 17 timelines must be clear, and communicated well in advance. She said there is a lack of trust in <br /> 18 the government, and the structures are frustrating with one-way communication. She said the <br /> 19 BOCC needs to take responsibility to go above and beyond to make sure everyone is heard and <br /> 20 get the information out. She said the BOCC has the power, and bears the burden to use best <br /> 21 practices when working with people. She said she hopes this is the last time the Board is in this <br /> 22 position, as trust is important. She said the BOCC can address historical wrongs against <br /> 23 Rogers Eubanks community and make sure everyone gets their questions answered. <br /> 24 Commissioner Greene said she was also uncomfortable and unhappy that the Board did <br /> 25 not know this was on the agenda. She said her feelings have evolved on the issue, like <br /> 26 Commissioner Richards. She said there have been a lot of steps over years to get to this point, <br /> 27 and tonight's vote does not make any substantive decisions. She said she hopes public input is <br /> 28 handled in a better way going forward. <br /> 29 Commissioner Bedford said she wants to bring back the process from a couple of years <br /> 30 ago where the Mayors and Chair meetings include the vice chair and other deputies. <br /> 31 <br /> 32 A motion was made by Commissioner Bedford, seconded by Commissioner McKee, to <br /> 33 approve the Greene Tract Resolution Approving the Draft Recombination Plat and Conceptual <br /> 34 Plan, and authorize the Chair to sign. <br /> 35 <br /> 36 Chair Price made a friendly amendment to Commissioner Bedford's motion, to amend it <br /> 37 to 104 acres. <br /> 38 Commissioner McKee seconded. <br /> 39 <br /> 40 Chair Price said she did not realize the commissioners were not getting the emails from <br /> 41 Maggie Chotas, facilitator for the Mayors/Chair meetings. She said she will be sure to send all <br /> 42 notes to the BOCC moving forward. <br /> 43 <br /> 44 Roll call ensued <br /> 45 <br /> 46 VOTE: UNANIMOUS <br /> 47 <br /> 48 Chair Price said this has been a long process, and all are acting with good intent. She <br /> 49 said the purpose of the meeting at the Rogers Eubanks Neighborhood Association was to make <br /> 50 sure everyone had access to the same information. <br /> 51 <br />
