2 <br /> Transit, Rail and Bike/Pedestrian Projects: <br /> • Chapel Hill Transit's North-South Bus Rapid Transit (BRT) will not be in the Draft STIP <br /> 2024-2033 <br /> o Transit projects compete against all other non-highway projects per SPOT <br /> normalization process. <br /> • Dimmocks Mill Road — highest scoring rail project in Orange County — Hillsborough <br /> o Rail projects typically do well in Regional and Statewide funding categories <br /> • Buckhorn Road — submitted by NCDOT Rail Division — 2nd highest scoring rail project <br /> o Future SPOT project should focus on the portion south of 1-85/1-40 <br /> • Orange County may need to address local match and local administration prior to <br /> submitting bike/pedestrian projects. <br /> The Draft STIP 2024-2033 will be released in spring 2022 for public comment. It will include <br /> revised cost estimates for all projects brought on by increasing project expenses. NCDOT <br /> does anticipate some revenue from the new Federal transportation authorization bill called <br /> Infrastructure Investment and Jobs Act (IIJA). However, NCDOT has been presenting their <br /> financial outlook to local and regional agencies across the state, expressing the following key <br /> points as they prepare drafting the 2024-2033 STIP: <br /> • Cost projections may exceed $11 billion, IIJA funding to NC may provide about $8 billion. <br /> o Draft STIP was initially estimated at $7 billion in October 2021 <br /> o Current and previous STIPs were limited to $2 — 3 Billion <br /> • Some committed STIP 2020-2029 projects will be removed to ensure a financially <br /> constrained Transportation Improvement Program (TIP). <br /> o NCDOT will work with MPO and RPO to coordinate on project schedule <br /> This concludes the current SPOT cycle. Transportation planning staff will continue to keep <br /> the BOCC apprised of the state's STIP process. Feel free to contact staff with any questions. <br /> 2 <br />
