Box 8181 <br /> www.orangecountync.gov NORTH CAROLINA Hillsborough, NC 27278 <br /> MEMORANDUM <br /> TO: Board of County Commissioners <br /> FROM: Nishith Trivedi, Orange County Transportation Planner <br /> CC: Craig Benedict, Orange County Planning Director <br /> Tom Altieri, Comprehensive Planning Supervisor <br /> DATE: January 18, 2022 <br /> SUBJECT: SPOT 6.0/STIP 2024-2033 <br /> Attachment: SPOT 6 Project Scores in Orange County <br /> This memo is to provide an update to the Board of County Commissioners (BOCC) on the <br /> Strategic Prioritization of Transportation (SPOT) cancellation, project scores in Orange <br /> County, and the status of the State Transportation Improvement Program (STIP). <br /> Background: <br /> Biennially, the North Carolina Board of Transportation (BOT) adopts a ten-year STIP that <br /> funds and schedules transportation projects throughout the state for all modes of <br /> transportation. The STIP implements the adopted Comprehensive Transportation Plans <br /> (CTP) and Metropolitan Transportation Plans (MTP) of Metropolitan and Rural Planning <br /> Organizations (MPO/RPO). The CTPs and MTPs are used by MPO/RPOs to determine <br /> which projects are submitted for consideration in the STIP using the SPOT process. <br /> In November, NCDOT's SPOT Office released the quantitative scores for projects that had <br /> been submitted for scoring in the most recent cycle Prioritization 6.0 (P6.0). These scores <br /> were released for informational purposes only, and will not be used in the prioritization <br /> or selection of projects. The P6.0 process has been halted, and a different process will <br /> be used to develop the next STIP for Fiscal year 2024-2033. However, the scores can still <br /> provide us with insight to help our decision making when it is time to submit projects in <br /> Prioritization 7.0 a few years from now. <br /> Orange County and local towns' project scores are included in the attachment for reference. <br /> Key highlights for Orange County-sponsored projects are summarized below: <br /> Highway Projects: <br /> • Old NC-86 (SR-1009) Modernization — Eubanks Road to 1-40 — highest scoring Division <br /> Needs fundable project. <br /> o Future SPOT — rural roads should focus on being brought to modern standards <br /> o Division Needs projects are limited to Secondary Routes (SR) and individual <br /> jurisdictions <br /> • NC 54 Improvements — Mebane Oaks Road to Old Fayetteville Road — highest scoring <br /> Regional Impact <br /> o Future SPOT regional corridors (US and NC) should focus on capacity <br /> improvements. <br />
