6 <br /> 1 Commissioner Richards said one of the things she did with her children when they were <br /> 2 growing up was try to learn the traditions of the native people, and one of the things they try to <br /> 3 do is incorporate gratitude in their daily lives. She said native people are thankful for everything <br /> 4 in nature from the stars, to the sky, to the ground upon which we all walk. She thanked the <br /> 5 native tribes for sharing this land and their customs, and honored the ancestors that have come <br /> 6 before. <br /> 7 Commissioner Hamilton said thank you for the proclamation and recognition of a <br /> 8 community that has persisted through many challenges in the national history. She said it <br /> 9 reminds her that there is Native American lineage in her own background, and while her African <br /> 10 American heritage tends to be emphasized, she remembers the family stories of Native <br /> 11 Americans in her family tree. She said she hopes to attend on April 23rd because it is <br /> 12 something she wants to learn more about and remember as part of her identity. <br /> 13 Commissioner Greene thanked the Tribal Council members for attending and said she <br /> 14 has learned that Native Americans have always lived with a respect for the earth. She said the <br /> 15 culture of the native peoples can be instructive to others in at least trying to go back to ways of <br /> 16 cooperating with the earth rather than consuming the earth. <br /> 17 Commissioner McKee said it is essential to recognize everything in the proclamation, <br /> 18 and he is looking forward to the event next year. He said there was a display hung up in the <br /> 19 Link Government Services Building that was put together by some of the tribal elders and it <br /> 20 included tobacco that was grown on his farm. <br /> 21 Chair Price said, like Commissioner Hamilton, her great-great grandmother was <br /> 22 Cherokee and little is known about her besides having a picture of her and knowing she was a <br /> 23 schoolteacher. She said it is so important to know who we are and where we come from and <br /> 24 that we all are one. She said when there are events and meetings, it is important to give thanks <br /> 25 first to the First Nations People to acknowledge that the land belongs to them. <br /> 26 Tony Hayes invited the commissioners to attend the biggest annual festival of American <br /> 27 Indians happening virtually on November 20th at the NC Museum of History. He said the event <br /> 28 is free and is the largest gathering of all the tribes in North Carolina. Public Hearing on 2020 Consolidated Annual Performance Report (CAPER) for the <br /> 34 HOME Investment Partnerships (HOME Program) <br /> 35 <br /> 36 The Board held a public hearing on the draft Consolidated Annual Performance Report <br /> 37 (CAPER) for the HOME Investment Partnerships (HOME) Program. <br /> 38 <br /> 39 BACKGROUND: <br /> 40 Each year, Orange County reports on activities undertaken with funds from the U.S. Department <br /> 41 of Housing and Urban Development through the HOME Program. This annual report, called the <br /> 42 Consolidated Annual Performance Report (CAPER), documents the progress towards <br /> 43 implementing the priorities and activities identified in the Annual Action Plan. During the 2020 <br /> 44 CAPER period (July 1, 2020 through June 30, 2021), the County disbursed approximately <br /> 45 $200,000 in HOME funds and an additional $45,000 in local matching funds (contributed by the <br /> 46 Towns of Chapel Hill, Carrboro, and Hillsborough, as well as the County) for eligible housing <br /> 47 activities.
