Reconfigure 60 acres - Orange County <br /> Headwaters Preserve(following the completion of <br /> items 3 and 4) <br /> 2 <br /> 3 <br /> 4 Craig Benedict said there was a 2020 resolution, adopted by all three local governments, <br /> 5 which instructed the next steps that staff took. He said while acreage and land uses were <br /> 6 assigned in the resolution, it did not put them on a map. He said by doing an environmental <br /> 7 analysis and outreach, the next step was creating a map. <br /> 8 Craig Benedict said in the late 1990s, there was a 160 acre area purcahsed for landfill <br /> 9 purposes, and through an agreement between the three jurisdictions, the land was split into two <br /> 10 pieces: 60 acres that went to the solid waste enterprise fund and 104 acres was put into joint <br /> 11 ownership and is now known as the Greene Tract area. He said when Orange County <br /> 12 repurchased the 60 acre area from itself, it was renamed the Headwaters Preserve. He said for <br /> 13 the purposes of tonight's discussion, the Greene Tract is focused on the 104 acres which is <br /> 14 jointly owned, and the Headwaters Preserve will also be mentioned, which is the 60 acres the <br /> 15 county purchased from itself. <br /> 16 Craig Benedict said the 2020 resolution pointed out that the 60 acres may not have been <br /> 17 the best environmental lands for the county to preserve. He said the 2020 resolution discussed <br /> 18 reconfiguring acreage for preservation of the best enviornmental lands. He said with 82 total <br /> 19 acres of preserved lands, there are also 82 acres of land with development potential, and those <br /> 20 82 acres would be used for housing and mixed use, as well as some for the school site that was <br /> 21 identified. He said the resolution also sought to keep in mind limited open land for schools in <br /> 22 Chapel Hill and Carrboro, and that land banking may be a possibility.
