Green Tract Resolution Approving the Draft Recombination Plan and Conceptual <br /> 4 Plan <br /> 5 <br /> 6 The Board considered approval of the Greene Tract Resolution Approving the Draft <br /> 7 Recombination Plat and Conceptual Plan for the 60-acre Portion of the Greene Tract in County <br /> 8 Ownership and the 107-acre Portion of the Greene Tract in Joint Ownership between Orange <br /> 9 County, the Town of Chapel Hill, and the Town of Carrboro. <br /> 10 <br /> 11 BACKGROUND: <br /> 12 The Greene Tract is a 167 acre parcel of which 107 acres is jointly owned by Orange <br /> 13 County/Chapel Hill/Carrboro and 60 acres owned by Orange County (Headwaters Preserve). <br /> 14 The parcel is located east of the Rogers Road community within the Town of Chapel Hill's ETJ <br /> 15 (Extra-Territorial Jurisdiction) — see vicinity map in Attachment 2. <br /> 16 <br /> 17 In May 2017, a joint staff work group began to examine the preservation and development <br /> 18 potential of the Greene Tract. This process included specific elements and goals including, but <br /> 19 not limited to: <br /> 20 ■ Incorporate a future elementary school and park site, <br /> 21 ■ Preserve valuable environmental features and corridors, <br /> 22 ■ Protect historical and cultural resources, <br /> 23 ■ Encourage cost effective infrastructure, and <br /> 24 ■ Identify areas for future development. <br /> 25 In addition, the Managers, Mayors, and Chair (MMC) group recommended staff examine the <br /> 26 reconfiguration of the joint-owned and County-owned tracts. <br /> 27 <br /> 28 Greene Tract Resolution for a Path Forward <br /> 29 In January 2020, the Towns and County adopted the 2020 Greene Tract resolution. Not only did <br /> 30 this resolution identify land use acreages for the Greene Tract and initiate an environmental <br /> 31 assessment, but it also initiated the drafting of an Interlocal Agreement between the three <br /> 32 jurisdictions. <br /> 33 <br /> 34 Greene Tract Environmental Assessment <br /> 35 The Greene Tract Resolution for a Path Forward initiated the drafting of an environmental <br /> 36 assessment in order to obtain site-specific information on environmental and cultural conditions <br /> 37 present on the Greene Tract. Following a Request for Proposal (RFP) and bid process, <br /> 38 SynTerra was selected to complete the Environmental Assessment. Beginning in May 2020, <br /> 39 SynTerra reviewed background information, conducted fieldwork, and completed an <br /> 40 environmental analysis of the Greene Tract. The final assessment was presented to the local <br /> 41 governments in July 2020 and can be found at the following link: <br /> 42 https://www.orangecountync.gov/DocumentCenterNiew/14103/2020-Greene-Tract- <br /> 43 Environmental-Assessment. <br /> 44 <br /> 45 2021 Greene Tract Interlocal Agreement <br /> 46 The Interlocal Agreement Between Orange County and the Towns of Carrboro and Chapel Hill <br /> 47 Regarding the Current and Future Use of the Jointly Owned Greene Tract adopted by the three <br /> 48 local governments in April 2021 provided a decision-making process for the three local <br /> 49 governments and other key elements including: <br /> 50 Required that the parties act jointly in selecting professional services; entering into <br /> 51 development agreements; engaging in public outreach; receiving public input; assigning <br />
