10 <br /> 1 eligible activities as well as the population the funds are geared toward for HOME-ARP funds <br /> 2 are detailed above in the background information for the item. <br /> 3 Corey Root said non-congregate sheltering was used during the pandemic for folks in <br /> 4 the congregate shelters in the county. She said the HOME-ARP funds may be used for the <br /> 5 acquisition of non-congregate sheltering and explained that communities found in doing that, <br /> 6 COVID transmission was lower, but it also allowed people who were not able to tolerate <br /> 7 congregate shelters to have shelter and be connected to resources where they may not have <br /> 8 been otherwise. <br /> 9 Corey Root said this public hearing is the beginning of a lot of planned public outreach <br /> 10 before the consortium begins awarding funds. She said the community input survey can be <br /> 11 found at www.tinyurl.com/OC-Home-ARP, and comments can also be sent to staff through <br /> 12 December 1, 2021. She said Orange County has $1.3 million, one time, nonrecurring funding. <br /> 13 Commissioner Greene asked if there is any real possibility of purchasing a hotel or some <br /> 14 suitable structure for non-congregate shelter in Orange County. <br /> 15 Corey Root said staff is looking into this option after being asked by the Local <br /> 16 Government Affordable Housing Collaborative to do so. She said it is something that other <br /> 17 communities are looking at and is a very specific project communities might consider with this <br /> 18 funding. <br /> 19 <br /> 20 A motion was made by Commissioner McKee, seconded by Commissioner Fowler, to <br /> 21 open the public hearing. <br /> 22 <br /> 23 Roll call ensued <br /> 24 <br /> 25 VOTE: UNANIMOUS <br /> 26 <br /> 27 PUBLIC COMMENT: <br /> 28 None <br /> 29 <br /> 30 A motion was made by Commissioner Fowler, seconded by Commissioner Hamilton, to <br /> 31 close the public hearing and allow the public to submit any additional comments to the county <br /> 32 through the methods noted above by December 1, 2021. <br /> 33 <br /> 34 Roll call ensued <br /> 35 <br /> 36 VOTE: UNANIMOUS <br /> 37 <br /> 38 <br />
