Scope of Work <br /> <br />Develop a comprehensive long‐term solid waste management plan in easily understandable language that proactively <br />addresses all aspects of Orange County waste management system including services provided the Town of Chapel Hill, <br />Town of Carrboro, and the Town of Hillsborough. The University of North Carolina -Chapel Hill and UNC-Healthcare System <br />are included in the plan The Proposer will provide a comprehensive plan that includes residential and commercial waste <br />as well as collection and processing options that will lead to achieving greater waste reduction and diversion and effectively <br />managing the County’s waste and recycling programs in the future. The plan should be developed and all tasks completed <br />within eighteen month of a notice to proceed. The plan should include detailing a plan with, at minimum, benchmarks at <br />10, 20 and 25 years to allow achieving zero waste by 2045 and meeting all other goals set forth in Paragraph 2. <br /> <br />7.1 Assessment and Evaluation <br />The Solid Waste Master plan should include assessing and evaluating current solid waste management practices and <br />options for solid waste management of all wastes and undertakings including, but not limited to: <br />A. Residential (single and multi‐family), commercial (including the downtown core area of each town), institutional and <br />industrial recycling in the Urban and Rural areas of Orange County. <br />B. Construction & demolition reduction, reuse and recycling <br />C. Household Hazardous Waste management <br />D. Difficult to manage materials including mattresses, roofing shingles and electronics <br />E. Landfill Gas to Energy systems and integration with other energy alternative options <br />F. Organic recycling and processing including: <br />I. anaerobic digester <br />II. new waste processing technology <br />G. Systems with high waste reduction and diversion rates including successful zero waste programs <br />H. Waste management collection, processing and disposal systems/options: <br />I. Waste to energy including conversion and emerging technologies <br />II. Waste reduction methods to effectively engage businesses and residents <br />III. Organic waste processing systems <br />IV. Mixed waste processing <br />I. Waste and recycling infrastructure including recommendations for waste transfer stations or processing facilities on or <br />off county property; <br />J. Legislative or policy options including but not limited to mandatory diversion programs, product or material bans <br />recycled content procurement requirements, etc., and should include best management practices for enforcement. <br />(Goal 7) <br />K. Strategies to increase public education and participation in waste reduction and diversion programs taking into account <br />reduction, reuse, recycling and composting (Goal 7) <br />L. Future funding options <br />M. Source reduction initiatives that could impact the waste stream <br /> <br />Opportunities for any regional waste reduction and management opportunities should be included. <br />7.2 Cost Benefit Evaluation <br />The costs and benefits of the options for each item considered under the assessment and evaluation process should be <br />detailed, including the approximate per unit costs and benefits. <br />Benefits would include the environmental benefits, including carbon footprint reduction impacts, if any, the environmental <br />drawbacks, if any, and cohesiveness with the climate action plans of the County, the Municipalities, and where appropriate, <br />DocuSign Envelope ID: 00C54720-9DC0-4A3D-ABED-77E0FD28E0CD
