Demographic and Program Information <br />5.1 Population <br />There are three municipalities: Chapel Hill, Carrboro, and Hillsborough. Chapel Hill is home to UNC Chapel Hill and <br />UNC Health Care facilities, a complex of five hospitals and major research facilities. Carrboro is the most densely <br />populated city in the State of North Carolina due to the high percentage of apartment dwellers. Hillsborough, the <br />County seat, is growing rapidly and expected to double in population in the next 20 years. These programs are all provided by Public Sector forces and financed through <br />the respective Towns’ general funds. Weekly MSW residential collection in Carrboro and Hillsborough in 95 gallon carts <br />is over 90% automated. Chapel Hill residential MSW is collected in 68 gallon carts (smallest in NC), semi-automated with <br />2-3 man crews. Yard waste is collected manually in bulk bundles at the curb, in carts (voluntary) and using knuckle boom <br />loaders. There are no MSW landfills or transfer stations operating in Orange County. All MSW is shipped to transfer <br />stations or landfills outside the County. <br /> <br />In unincorporated Orange County, the County operates five staffed, Waste and Recycling Centers for residential use <br />only, collecting MSW, bulky waste, C&D material, single-stream recyclables (paper, cans, bottles and some other rigid <br />plastics), electronics, yard waste and a wide variety of other materials. The Waste and Recycling Centers are supported <br />by the Solid Waste Programs Fee and there is no additional charge for use by Orange County residents for their <br />household waste. Rural residents may also opt for private waste collection and an estimated 25-30% of the 23,700 rural <br />households do so. All non-residential commercial waste is collected by locally permitted and licensed private haulers <br />without restrictions or franchise.
