Page | 5 <br /> <br /> <br />2. Orange County, NC - General Conditions <br />A. The RFP is comprised of the base RFP document, any attachments, and any addenda released. <br />B. It shall be the Firm’s responsibility to read the Instructions, the County’s terms and conditions, all relevant exhibits <br />and attachments, and any other components made a part of this RFP and comply with all requirements and <br />specifications herein. <br />C. Critical updated information may be included in Addenda to this RFP. It is important that all Firms proposing on <br />this RFP periodically check the County’s website for any Addenda that may be issued prior to the bid due date. All <br />Firms shall be deemed to have read and understood all information in this RFP and all Addenda thereto. <br /> <br />D. Orange County reserves the right to: <br />I. To reject any or all bids, <br />II. And to waive minor irregularities. <br />E. North Carolina sales and use tax shall be included in the bid amount. <br />F. Bids submitted via email to jamaro@orangeountync.gov. <br />G. Proposals received after the proposals due date and time shall not be considered. <br />H. The successful Firm shall be required to agree to and sign the Orange County Service Agreement -RFP (copy <br />attached). Among the items included in that agreement is the County’s Insurance requirements. <br />I. Contracts will be awarded in accordance with G.S. 143-52 and the evaluation criteria set out in this solicitation. <br />K. All qualified proposals will be evaluated, and awards will be made to the Firm meeting the RFP requirements and <br />achieving the highest and best final evaluation. <br />3. Introduction and Instructions <br />3.1 Purpose of the RFP <br />This Request for Proposals (RFP) is issued by the Orange County NC acting through its Solid Waste Management <br />Department and Purchasing Office (hereinafter referred to as the “County”). The purpose of this RFP is to establish a <br />contract with a qualified Firm to develop a comprehensive Solid W aste Master Plan (SW MP) for the County including <br />its municipalities and the portion of the Town of Chapel Hill lying within Durham County. The services associated with <br />this project will consist of, but not be limited to, establishing a plan that further builds on the County’s goals to be fiscally <br />responsible, evaluates the County’s existing solid waste system, and proposes improvements to enhance the system. <br />The following subject matter is very important to the County and Towns that use the system: build and maintain an <br />integrated, sustainable solid waste management system; continue to increase recycling and reuse opportunities; <br />streamline collection practices; maintain the cleanliness of the County; protect the public and environment; enact <br />pertinent ordinances that help reach our goals; facilitate public input on the system, and develop public education of <br />the master plan, and integrated solid waste system.
