Definitions <br />C&D: Construction and Demolition waste. <br />Contractor: Any firm or person conducting business that provides a recycling or waste -related <br />service under a formal agreement (e.g. Waste Industries is the contractor for providing <br />urban curbside recycling services). <br />County: Orange County, including its municipalities and that part of the Town of Chapel Hill lying <br />within Durham County (except where specifically referencing County government as <br />the governing agency). <br />Firm: The business to whom the contract for developing the Solid Waste Reduction Master <br />Plan is awarded. (It may include more than one entity but will be referred to as ‘Firm’). <br />Landfill: County owned 208 acre property at 1514 Eubanks Road containing three closed <br />landfills, one active C&D landfill and a variety of recovery, mulching, transfer and <br />support service activities also known as the Disposal Center. <br />MSW: Municipal Solid Waste, that is the waste generated from residences, businesses and <br />other similar non-residential sources – institutions, schools, churches, etc. <br />Multi-Unit <br />Housing: <br />Apartment complexes or any group of housing greater than four units, typically served <br />by dumpsters or compactors for waste and groups of roll carts (if provided by the <br />County) for single-stream recycling. <br />Project Manager: County appointed point of contact for all contract related items. <br />Proposer: Any firm or group of firms that offers a proposal to perform the work. <br />Single-Stream <br />Recycling: <br />As defined in Orange County this includes bottles, cans, paper and some rigid plastics <br />as well as, in residential curbside only, corrugated cardboard. <br />Solid Waste <br />Programs Fee <br />(SWPF): <br />An annual fee paid by each ‘front door’ of each habitable unit, including non-residential <br />units, in Orange County that is not on UNC campus or UNC Health Care campus. The <br />fee finances the majority of expenses of the Solid Waste Management Department. <br />SWAG: Solid Waste <br />Advisory Group: <br />A formal policy advisory body consisting of two representatives each from Orange <br />County, Town of Carrboro, Town of Chapel Hill and Town of Hillsborough and one each <br />from UNC Chapel Hill and UNC Health Care. <br />Towns: The incorporated Towns of Carrboro, Chapel Hill and Hillsborough. <br />NOTE: part of the incorporated City of Mebane NC lies within Orange County but is not <br />included in the definition of Towns here. Residents of the Orange County portion of <br />Mebane have curbside recycling collected by the City of Mebane, but are eligible for all <br />Orange County recycling services and pay an Orange County Solid Waste Programs Fee <br />(SWPF). <br />Unstaffed Drop-off <br />Site: <br />A location where anyone may deposit single-stream recyclables and separated <br />flattened corrugated cardboard at any time. <br />Waste and <br />Recycling Center <br />(WRC): <br />A location staffed and operated by Orange County for disposal of residential waste, <br />recyclables and reusable goods. Centers also contain a variety of other waste -related <br />services that may vary from center to center depending on size and capability. <br />Zero Waste: The reduction of solid waste to nothing, or as close to nothing as possible, by <br />minimizing excess consumption by means of responsible production, consumption, <br />and reuse and maximizing the recovery of solid wastes through recycling and <br />composting. <br /> <br />DocuSign Envelope ID: 00C54720-9DC0-4A3D-ABED-77E0FD28E0CD
