Finance Services Department – Purchasing Division

Addendum No 1: Answer to Questions

March 26, 2021

ORANGE COUNTY RFP No 367-OC5309

SOLID WASTE MASTER PLAN

To All Interested Providers:

1. Per section 3.6 of the RFP (on page 7), the cost proposal must be submitted in a
separate document as the proposal (“firms must submit one (1) electronic version of
their proposal in PDF format and (1) electronic version of their Cost Proposal in pdf
format.”) However, per section 7.6.1 of the RFP (Submittal Requirements on pp. 17-18),
“Project Budget” is section F of the proposal. Please confirm if the Project Budget must
be submitted in a separate document.
The project budget should be sent in a separate pdf file. Section F should just refer to
the separate budget pdf file.

2. Section 7.7 of the RFP lists the selection criteria. Can you provide the percent of total
evaluation scoring attributable to each element, particularly item E (Reasonableness of
Proposed Coast)?
Below are the maximum points for each criteria.
A. Project Understanding: Degree that Firm demonstrates an understanding of County
objectives and proposes a solution to accomplish the tasks laid out in the RFP, and is
able to meet these objectives and deadlines. 10 points
B. Available resources to perform the work, availability of key staff to Orange County and
ability to provide prompt response to issues during development of plan. 10 points
DocuSign Envelope ID: 00C54720-9DC0-4A3D-ABED-77E0FD28E0CD
