Community Empowerment Fund
July 5, 2021 SCOPE OF WORK:July 2021-June 2022
Prepared for OCPEH
PROJECT:PROJECT: Housing Access Coordinator & Coordinated Entry
1.OC Connect - System Development
1A. Unique User Logins
This cost is paid directly to Salesforce.com to allow the system to expand access via unique
logins for each partner. This includes adding 3 “admin-level” logins for 2021 and 2022. This
increases the security and integrity of the platform while expanding the platform's potential for
inter-agency collaboration.
1B. Data Verification and Updating
The resources have been compiled from CEF’s internal Resource Database and combined with
databases used by our partners. Our team of over 160 Volunteer Advocates is trained to actively
use the resource database and report any inconsistencies or necessary updates. In addition, the
Resource and Financial Coaching team (made up of CEF staff) will work with a team of
Advocates to annually comb through each resource and verify/update the information. The
team will also seek out and incorporate other databases and resources that have not yet been
included.
1C. Cyber Liability & Data Security
Orange County requires that CEF have cyber security insurance to cover a potential data
breach in the OC Connect system. This cost will be directly paid to the insurance provider,
Mount Vernon Fire Insurance Company and includes
A: Data Breach and Security Breach Liability - Aggregate Limit: $1,000,000
B: Data Breach Expense - Aggregate Limit: $1,000,000
C: Website Liability - Aggregate Limit: $1,000,000
D: Identity Theft - Aggregate Limit: $50,000
The amount included in this scope of work is an estimate. CEF will bill based on the actual
amount of the policy renewal.
1D. Administrative Fee
The Administrative Fee (10% of invoice) covers CEF’s administrative expenses including staff
time, invoicing, accounting, etc. related to the project.
Community Empowerment Fund • 919-200-0233 • www.communityef.org 2
DocuSign Envelope ID: 7786A392-FC42-418A-A49C-E7091F316482
