Relatives of Orange County employees or of Orange County board members and others <br /> closely identified with , may be approved for rehabilitation assistance only upon public disclosure before <br /> the Orange County Board of Commissioners and written permission from NCHFA . <br /> What about favoritism ? <br /> All activities under ESFRLP20, including rating and ranking applications, inviting bids, selecting <br /> contractors and resolving complaints, will be conducted in a fair, open and non -discriminatory manner, <br /> entirely without regard to race , color, religion , national origin , sex, familial status and disability . <br /> Outreach Efforts of the ESFRLP Program <br /> The County makes citizens aware of the ESFRLP program and other housing rehabilitation opportunities <br /> through various service providers and specific outreach efforts .
