directed back into our core mission of providing high-quality water, wastewater and reclaimed-
water services at affordable rates.

25. Does your project accelerate or expand on existing programs that already show positive impact?

This project will more than double OWASA’s solar portfolio. After we install the three solar projects
this year, OWASA will have 308 kW DC solar generation. Adding Cane Creek will add an additional
352.4 kW DC of clean energy capacity.

This project tops off significant investment in energy efficiency and energy conservation at OWASA
as part of the utility’s commitment to reduce purchased electricity use by 35% from a FY 2010
baseline by FY2022. The Cane Creek Reservoir solar project will put the utility across the finish line,
allowing OWASA to achieve this goal for the community.

26. Does your project also take advantage of other funding sources?

As a not-for-profit entity, OWASA qualifies for a higher solar rebate from Duke Energy to put towards
the down payment on the system. The Cane Creek Reservoir Solar PV System will qualify for $75,000
in solar rebates from Duke Energy.

Eagle Solar, and its investors, will monetize the appropriate tax benefits as the lessor of the system.
OWASA is indirectly benefiting from these benefits in the form of a lower lease payment as compared
to an outright purchase of a system.

OWASA rate payers funded the design and planning for the project ($20,000) and will cover the cost
of the lease payments ($27,000/year). Subsequently, the rate payers will benefit from lower
electricity costs over the life of the system, as well.

27. Would your proposed project help you to take advantage of funding from other sources besides this
grant in the future?

That is not likely.

28. Please describe any other aspect of your project that is relevant to the efficient use of grant funds.

OWASA has made significant investment in the development of the contract, as well as planning and
design for the solar PV system. OWASA has paid $20,000 towards the design of the system and
dedicated staff resources to bid the project out, work with ESL on design, and engage the community
about this project.

This contract has a clear method to measure impact and a contract that holds the lessor accountable
for solar PV production.

DocuSign Envelope ID: 6F2DEF91-DA4B-449D-8062-2F5319D9C9CC
