Year-to-Date Budget Gary Donaldson, (919) 245-2453 <br /> Summary <br /> Attachment 2. CSLRF Project Ordinance <br /> PURPOSE: To approve Budget Amendment #5-B for Fiscal Year 2021-22. <br /> BACKGROUND: Through the American Rescue Plan Act (ARPA), the federal government <br /> provided Orange County with a Coronavirus State and Local Fiscal Recovery Fund (CSLRF) <br /> allocation of $28,839,722 in FY 2020-21 . These funds were consolidated in a new Emergency <br /> Recovery Fund in an effort to collocate all incoming COVID-19 related funding that would support <br /> the entire County, such as Federal Emergency Management Administration (FEMA) public <br /> assistance funding for eligible projects. The Treasury Department has since clarified CSLRF funds <br /> should be isolated from not only the County general fund but any other funding. <br /> This budget amendment requests to transfer the initial tranche of funding, $14,419,861, in <br /> revenue and expenditure budget from the Emergency Recovery Fund to the newly created <br /> CSLRF Fund and appropriate the second tranche of funding, $14,419,861, which will be received <br /> in FY 2021-22. <br /> This amendment also requests approval of the attached Grants Project Ordinance, which details <br /> the projects recommended for funding through CSLRF, including those already approved by the <br /> BOCC in June 2021. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br />
