There have been multiple amendments to the Rules of Procedure since that time. <br /> When the Rules of Procedure were first drafted, contextual information was included in the form <br /> of comments. These comments were drawn from North Carolina General Statutes, literature <br /> regarding best practices for local government meetings, and Robert's Rules of Order, and were <br /> intended to help the reader understand the purpose of the rule. <br /> In Spring 2021, the Clerk to the Board, in consultation with the County Attorney, suggested <br /> revisions to the Rules of Procedure to reflect updated North Carolina General Statutes regarding <br /> local government meetings, the location of the office of the Clerk to the Board, practices for <br /> publishing agendas, and the current process for evaluating the County Manager, Clerk to the <br /> Board, and County Attorney. The entire document was also edited for clarity and grammatical <br /> errors. The draft was then reviewed and edited by the Chair and Vice-Chair of the Board of County <br /> Commissioners. The table of contents will be finalized upon publication. The updated draft was <br /> included as an information item to the Board of County Commissioners in the December 6, 2021 <br /> Virtual Business Meeting agenda packet. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with this item. <br /> RECOMMENDATION(S): The Manager recommends the Board discuss the updated draft <br /> BOCC Rules of Procedure, make changes if appropriate, and approve a final version. <br />
