2 <br /> 2. The Orange County Zoning Atlas is a map of the County's planning and zoning <br /> jurisdiction that assigns all parcels a zoning district. Each zoning districts includes <br /> specific standards, as outlined in Article 3 of the Unified Development Ordinance (UDO), <br /> and specific allowable uses, as are found in the Table of Permitted Uses in Section 5.2 of <br /> the UDO. The proposed amendment would rezone the affected parcels from EDE-1 <br /> (Economic Development Eno Lower Intensity) to R-1 (Rural Residential). <br /> Maps depicting the affected areas are included in Attachment 2. As contained in Attachment 4, <br /> notifications for the public hearing were mailed to affected property owners and those within <br /> 1,000-feet of the affected areas on November 29. Signs were posted by staff in the affected <br /> areas on November 29. <br /> Public Information Meeting — October 26, 2021 <br /> Planning staff held an on-line public information meeting on October 26. Other than staff, 9 <br /> people, including 3 BOCC members, attended the meeting. Questions from attendees focused <br /> on basic zoning information and a comment about increasing traffic noise impacts over the <br /> years. Signs were posted by staff in the affected areas on October <br /> 13, 2021. <br /> Planning Board Recommendation: The Planning Board reviewed this item at its November 3, <br /> 2021 regular meeting (held via Zoom due to current public health concerns) and voted <br /> unanimously to recommend approval of the amendments. Approved minutes from the <br /> meeting and the signed statement of consistency are included in Attachment 3 and meeting <br /> materials are available at: http://orangecountync.gov/AgendaCenter/Planning-Board-26. No <br /> members of the public attended the Planning Board meeting. <br /> Planning Director's Recommendation: The Planning Director recommends approval of the <br /> Statement of Consistency, indicating the zoning atlas amendments are reasonable and in the <br /> public interest, contained in Attachment 1 and the proposed ordinance, which includes both the <br /> FLUM and Zoning amendments, contained in Attachment 2. <br /> Note Regarding Written Public Comments: Session Law 2021-35 (House Bill 812) became <br /> effective on July 1, 2021. A portion of the amended law pertains to written comments for public <br /> hearings held in remote meetings during declared emergencies. The Session Law updated the <br /> parameters for public written comments.
