No construction of bike trails would occur until an appropriate <br /> time, after approval of the site Plan by bath Durham County and Orange County <br /> commissioners. <br /> Following review of the DOMBO application, DOST is prepared to recommend the project for <br /> Durham County Board of Commissioners approval with the proviso that the maintenance of <br /> such facilities must be administered by DOMBO consistent with a maintenance contract that <br /> would be approvetl by bath Durham and Orange counties. <br /> The Managers and starts of both counties are working on a draft inter localagreement <br /> regarding the uses, operations and maintenance of this park. Additionally, the managers and <br /> their staffs will also be discussing the funding relationships for the park. <br /> Attached for BOCC consideration are a) a resolution conceming the potential Durham grant, <br /> b) a memo from the DOLT requesting Orange County approval of Is forthcoming grant <br /> recommendation, c) a map of the Lttle River Regional Park showing potential bike trail <br /> locations, d)the DOMBO gram application, and e) a brochure about Ourham's Matching <br /> Grant Program. <br /> FINANCIAL IMPACT: The Durham-Orange Mountain Bike Organization (DOMBO) has <br /> requested $4,150 from Durham County for supplies and materials to be used for bike trail <br /> construction. The proposed grant would be matched with an In-Idnd contribution of$4,520 <br /> worth of volunteer labor for trail construction and maintenance. NO Orange County funds <br /> would be expended as a result of this action. Orange County staff would, however, monitor <br /> the trail construction along with Durham County staff la make sure it is done consistent with <br /> the approved site plan for the park. <br /> RECOMMENDATION(5): The Manager recommends that the Board adopt the resolution <br /> agreeing to the potential awarding of Durham County funds for Me future construction of <br /> mountain bike trails in the Little River Regional Park and Natural Area, with the <br /> understanding (as stated) that no construction of trails shall occur until after a site plan is <br /> approved by both county boards. <br />
