4 <br /> provides a path for 70% reduction in carbon emissions before 2030 and carbon neutrality by <br /> 2050. She said by the end of 2022 Utilities Commission must sign off on Duke Energy's first <br /> carbon plan, setting guidelines for carbon reduction. <br /> Chair Price said over the years, she has received periodic complaints about debris in <br /> people's yards. She said the county has comprehensive land use regulations addressing many <br /> environmental topics and has worked hard to educate local communities on the environmental <br /> management program. She said there have been issues associated with the upkeep of <br /> property and the county can do better. She said issues involve unkempt yards, chemicals, etc., <br /> and some situations need to be addressed by more than one department, and she asked if the <br /> County Attorney and Planning Supervisor would prepare a report outlining available options to <br /> the county to address such nuisance issues. She said it is important to consider how <br /> regulations will be enforced, and who will enforce them. She said she would like to see <br /> departments work together to develop a comprehensive solution to local residents' needs. <br /> Commissioner Bedford reminded Chair Price to ask for volunteers to serve on the <br /> committee that will look at the possible restructuring of the Climate Council. She volunteered to <br /> serve. <br /> Chair Price asked how many people they discussed to serve. <br /> Commissioner Bedford said two or three. <br /> Commissioner Richards also volunteered to serve on the committee. <br /> 4.
