22 <br /> BACKGROUND: <br /> Members of the Board have expressed interest in reviewing the boards and commissions <br /> appointment process, including the format in which the supplementary appointment information <br /> is presented. Staff hopes to learn the Board's opinions of the current process and materials, <br /> hear feedback on the Draft Proposed Example Agenda Packet for Appointment Discussions, <br /> and receive direction on the following questions related to boards and commissions: <br /> 1. Does the Board wish to be sent applications received for a board after agenda <br /> publication? <br /> 2. Does the Board wish to continue receiving appointment recommendations from boards <br /> and commissions? What role do recommendations play? <br /> 3. Does the Board want to schedule a formal review of the Orange County Board of <br /> County Commissioners Advisory Board Policy? <br /> 4. Would the Board like to continue with Annual Report and Work Plan presentations from <br /> advisory boards and commissions as in previous years, or see changes? <br /> Chair Price said there is a need for discussion about the boards and commissions <br /> appointment process and clarifying the process for staff. She said the process has been <br /> changed many times. <br /> Tara May reviewed some of the attachments included in the agenda packet for this item. <br /> She highlighted the questions listed in the agenda abstract on which she would like further <br /> direction. <br /> Chair Price said Tara May is attempting to improve the application and appointment <br /> process. <br /> Commissioner Greene said the application packet is difficult to read online. She said <br /> simpler is better, and she would like to see the resumes of those who have applied. She said <br /> seeing who is currently on the board is confusing. She said she would rather see a <br /> demographic breakdown. <br /> Commissioner Fowler agreed with Commissioner Greene's suggestion of a <br /> demographic breakdown. She thanked Tara May for creating a spreadsheet listing the advisory <br /> boards and commissions. She asked which staff member supports the Climate Council. <br /> Tara May said Brennan Bouma currently staffs the Climate Council. She said the <br /> advisory board policy does not list the Climate Council as one of the boards to which the policy <br /> applies. She said it does not have a policy to follow. <br /> Commissioner Fowler asked if this is also true about the Board of Equalization and <br /> Review (E&R). <br /> Tara May said the Board of E&R is a quasi-judicial board, and has a general statute that <br /> guides its operations. <br /> Commissioner Richards said she liked the matrix, but it does not note an applicant's <br /> relevant experience. <br /> Chair Price said applicants are supposed to put that in the applications. <br /> Commissioner Richards said she would like to have more information, but wonders if <br /> there is a way to streamline the matrix to see if a candidate has the experience. She said it is a <br /> lot of information to review. She said making the decision is about more than demographics, <br /> and she wants to know more about an applicant's experience. <br /> Chair Price said the Board of County Commissioners (BOCC) has revised the questions <br /> in the past to make them shorter. She said it is up to the Board to make sure applicants are <br /> qualified. <br /> Commissioner Hamilton said it is hard to keep track of the material in the agenda <br /> packets. She would like to see an excel spreadsheet for each advisory board and commission, <br /> listing the names of the current board members, the applicants, the demographics, basic <br />
