Approve a Three Party Right of Way Encroachment Agreement on Primary and Secondary <br /> System between the North Carolina Department of Transportation (NCDOT), Orange <br /> County, and Orange Alamance Water System (OAWS); and <br /> 2. Authorize the County Manager to sign the Encroachment Agreement on Primary and <br /> Secondary System contingent upon final review by the County Attorney and upon Orange <br /> Alamance Water System's execution of the Agreement. <br /> BACKGROUND: Orange County is seeking permission from NCDOT to encroach on its Right of <br /> Way ("ROW") in the general vicinity of US 70 West, along the south side of US70W — 760 feet <br /> west of the intersection of US 70W and SR 1004 towards Ashwick Drive. The purpose is to install <br /> one fire hydrant assembly, one 12 x 6 tapping sleeve and valve for a 6" Ductile Iron Pipe ("DIP") <br /> fire service and one 2" type "k" copper domestic water services and 2" water meter for the Orange <br /> County Emergency Services Station located at 3800 Hwy 70W, Efland. <br /> FINANCIAL IMPACT: There is no additional funding as a result of this action. Construction of <br /> the fire hydrant assembly, one 12x6 tapping sleeve and valve for a 6" DIP fire service and one 2" <br /> type "k" copper domestic water services and 2" water meter are included in previous project <br /> appropriations by the Board of Orange County Commissioners for the Efland Emergency Services <br /> Station. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br /> this item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of environmental <br />
