1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: December 6, 2021 <br /> Action Agenda <br /> Item No. 8-e <br /> SUBJECT: Updates to the Assistance Policies for the North Carolina Housing Finance <br /> Agency (NCHFA) 2021 Urgent Repair Program (URP21) and the 2020 Essential <br /> Single Family Rehabilitation Loan Pool (ESFRLP20), and the Orange County <br /> Procurement and Disbursement Policy <br /> DEPARTMENT: Housing and Community <br /> Development <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Attachment 1: URP21 Assistance Policy Corey Root, Housing and Community <br /> Attachment 2: ESFRLP20 Assistance Policy Development Director, (919) 245-2492 <br /> Attachment 3: Orange County Procurement <br /> and Disbursement Policy <br /> PURPOSE: To authorize the County Manager to sign, and thereby adopting, the amended URP21 <br /> Assistance Policy, ESFRLP20 Assistance Policy, and Orange County Procurement and <br /> Disbursement Policy for Urgent Repair and Housing Rehabilitation Programs. <br /> BACKGROUND: The North Carolina Housing Finance Agency (NCHFA) requires recipients of <br /> funding through the Urgent Repair Program (URP) and the Essential Single Family Rehabilitation <br /> Loan Pool (ESFRLP) to adopt Assistance Policies and a Procurement and Disbursement Policy <br /> that describe how eligible applicants are selected for the programs, and how the bid solicitation <br /> and payment processes for the rehabilitation work are conducted. <br /> The Department of Housing and Community Development proposes the attached amendments <br /> to the URP21 Assistance Policy, ESFRLP20 Assistance Policy, and Orange County Procurement <br /> and Disbursement Policy for Urgent Repair and Housing Rehabilitation Programs. <br /> • The amendments to the URP21 Assistance Policy are to update the contact person for <br /> applying to the program. <br /> • The amendments to the ESFRLP20 Assistance Policy are to update the contact person for <br /> applying for the program, and to clarify that applications will be accepted on a rolling basis <br /> until all funds are committed or until December 31, 2022 (whichever is sooner). <br /> • The amendments to the Procurement and Disbursement Policy are to specify that, in order <br /> to perform work on a URP project, contractors on the County's Contractor Registry must <br /> carry, at a minimum, General Liability Insurance, as well as Worker's Compensation <br /> Insurance to the extent required by State laws (i.e., companies with three or more <br /> employees must carry Worker's Compensation Insurance). In addition, in order to perform <br /> work on an ESFRLP project, contractors must carry General Liability Insurance and <br /> Worker's Compensation Insurance, regardless of the number of employees. <br />
