Minutes <br /> 14 The Board considered approving minutes from the September 23, 2021 Virtual Joint Meeting <br /> 15 with Schools. <br /> 16 b. Motor Vehicle Property Tax Releases/Refunds <br /> 17 The Board considered adoption of a resolution to release motor vehicle property tax values for <br /> 18 two taxpayers with a total of three bills that will result in a reduction of revenue. <br /> 19 c. Property Tax Releases/Refunds <br /> 20 The Board considered adoption of a resolution to release property tax values for five taxpayers <br /> 21 with a total of five bills that will result in a reduction of revenue. <br /> 22 d. Applications for Property Tax Exemptions/Exclusion <br /> 23 The Board considered ten untimely applications for exemption/exclusion from ad valorem <br /> 24 taxation for ten bills for the 2021 tax year. <br /> 25 e. Quarterly Report (2021 Q3) for Orange County's CDBG-CV Grant <br /> 26 The Board received the third quarterly update on Orange County's Community Development <br /> 27 Block Grant — Coronavirus (CDBG-CV) grant from the NC Department of Commerce, and <br /> 28 authorized the Chair to sign the report for submission to the NC Department of Commerce. <br /> 29 f. Fiscal Year 2021-2022 Budget Amendment#3 <br /> 30 The Board considered approving a budget amendment for fiscal year 2021-22. <br /> 31 <br /> 32 9. County Manager's Report <br /> 33 Bonnie Hammersley noted the Board will have an in-person work session on November <br /> 34 11t". She said the agenda will include discussion of the local food economy and boards and <br /> 35 commissions appointments. She said this will be a pilot for future in-person meetings. She <br /> 36 noted the information items including the financial report for the first quarter of 2021-2022, and <br /> 37 asked the Board to contact her or the Chief Financial Officer with any questions. <br /> 38 Commissioner Richards said she read the data available for the financial report, and <br /> 39 asked if it would be discussed tonight. <br /> 40 Bonnie Hammersley said the item was submitted to the Board for their information and if <br /> 41 there are questions, they should be sent to staff and staff will send out the question and answer <br /> 42 to all commissioners. <br /> 43 <br /> 44 10. County Attorney's Report <br /> 45 John Roberts said the legislature completed map redistricting for federal and state <br /> 46 representatives and senators. He anticipates a lot of bills being passed in the next week or two, <br /> 47 but if not, it means they will be revisited in the short session that is coming up. He said any bills <br /> 48 left now have survived crossover from both houses so can be considered in the short session. <br /> 49 Commissioner Richards said there are already lawsuits on the maps. She asked if the <br /> 50 maps stand until the judicial process is complete. <br />
