43 <br />b_ Birdsong Subdivision Preliminary Plan <br />The Board considered a preliminary plan for Me proposed BiMSOng subdivision. <br />Craig Benedict made this presentation. <br />The subdivision is a 5421 -acre matt The original most was 05.39 acres, 31 of Mich <br />r subdivided into three Iota of just over 10 acres each through the exempt process. There <br />will be 26 single-family residential lots on Me conservation- cluster flexible development option. <br />The average lot size is 123 acres and Me proposed open space is W% of the site The site Is <br />located on the south side of Little River Church Road between Walnut Grove Church Road and <br />NO 57 In Cedar Grove Township. Payment-in-lieu fees of$1183o will be collected. Planning <br />staff recommends approval because It is In accordance with the flexible development plan. <br />Commissioner Carey asked about Pe blue area on Pe map and Craig Beneditl said <br />that it was a flooded area. <br />Commissioner Carey asked about the stub out at the end of the cul -de -sac and rf it <br />would be developed. Craig Benedict said Pat the staff was looking into a 50 -foot easement <br />reservation that would allow Me continuation of the cut de-s b; In the other subdivision. In the <br />vent that the 50.fcot easement is not available, this stub out would all for access to a large <br />portion of undeveloped properties to the south and southwest. <br />Commissioner Jacobs said that for noticed on the previous subdivision , Duck <br />Lending, that there was information about building the mad to DOT standards and Pe mad in <br />this subdivision is being built W DOT minor local standards. The County has only done this in planned development spacial use <br />projects and it Is not a requirement of the subdivision regulations. <br />Commissioner Jambs asked that staff look into whether Mere should be some kind <br />of automatic point at which it would require a more comprehensive look at requiring recycling <br />He would also like for staff to look into whether there should be a standard for Me distance from <br />an access point Pat would lead to the open space. <br />Commissioner Jacobs asked about the acre of recreation space. <br />Ella Batoull, developer of this project said Mat he could have made to lots larger, <br />burns would have had to use the pond and the wetlands. He was against possible <br />comtaminationofthepond. He addressed Me emergency management letter and the three <br />concerns (egres aingress, 911 staffing, and fire protection). Craig Beneditl said that Me stub out to undeveloped properties would <br />be a good Has The investigation to the adjacent subdivision is a separate Issue and should be <br />investigated Independently. <br />
