ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 1, 2003 <br />Action Agenda <br />Item No. ~~--~ <br />SUBJECT: Proposed By-Laws Revision -Human Services Transportation Advisory Board <br />DEPARTMENT: Aging/Transportation PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Revised Operational Bylaws (with strike- Jerry Passmore, ext, 2009 <br />through far deletions and bold type for Mike Eyster, Chair, Transportation <br />new additions) Advisory Bcard <br />Rationale for Proposed By-Laws Revisions AI Terry, ext. 2002 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To review and approve proposed revisions to the by-laws of the Orange County <br />Human Services Transportation Advisory Board. <br />BACKGROUND: Orange County is required to have a Transportation Services Board (TSB) by <br />the North Carclina Department of Transportation (NCDOT) and Federal Transportation <br />Administration (FTA) in order to receive grant fianding for community transportation, The <br />Human Services Transportation Advisory Board by-laws have not been revised since March 9, <br />1992. Over the years, several issues have occurred including: (1) the Board size proved too <br />large for effective participation, especially with the inclusion of alternates, and (2) same of the <br />permanent agency appointments were deemed to be less crucial, while other agencies such as <br />Triangle Transit Authority (TTA) and Emergency Management Services (EMS) were deemed <br />important to include, <br />The existing Human Services Transportation Services Advisory Board membership reviewed the <br />current by-laws on May 23, 2000 and recommended the following changes: (1) Re-name the <br />board to "Transportation Services Board" to better reflect its broader concern with overall public <br />and not just human service centered transportation; (2) eliminate the designation of alternates; <br />and (3) expand opportunity for community representation, The current membership also <br />determined that the revised board structure would enhance the process for reviewing and <br />updating the Community Transportation Improvement Plan (CTIP) that is currently underway. <br />An advisory board for transportation services, as consistent with NCDOT and FTA <br />requirements, was always intended and designed to be an operational board with <br />responsibilities for reviewing and making recommendations on the direct delivery of transit <br />services, The North Carolina Department of Transportation requires the local advisory board to <br />provide input on the annual Community Transportation Program (CTP) grant application, far <br />
