12 <br /> 1 Dr. Hazirjian said the current system is among the worst legal options. She said at- <br /> 2 large elections are largely discouraged due to discriminatiroy impacts on racial minorities. Multi <br /> 3 district seats are confusing, and survey respondants agreed that only residents in the district <br /> 4 should vote for those who represent them. <br /> 5 Patrick Mulkey resumed the PowerPoint presentation: <br /> 6 <br /> 7 Slide #11 <br /> 2) The BEAD recommends seven single member <br /> residency districts where candidates living in the district <br /> are voted on in both the primary and general election <br /> by only the voters in the respective districts (True <br /> Election District)_ One member voted against this <br /> option, believing that the county could benefit from <br /> some at-large districts. <br /> 8 <br /> 9 <br /> 10 Dr. Hazirjian continued the PowerPoint presentation. She said only BOCC has the <br /> 11 authority to adopt new distict maps. She said many see it as a conflict of interest when elected <br /> 12 officials can draw own district maps, so an independent party would help with this. She said <br /> 13 there are many experts in this area locally. <br /> 14 <br /> 15 Slide #12 <br /> 3) The BEAD strongly recommends that the Board of <br /> Commissioners establish a multi-partisan+ncn-partisan <br /> independent advisory group and process in order to create <br /> the seven single member districts. The BEAD recommends <br /> that the criteria outlined in the Charge (Constitutionality, <br /> statutory requirements; voting rights law, proportionality; <br /> equity, uniformity, §j�fclarity and maximizing voter <br /> engagement)be paramount in drawing districts_ In addition_ <br /> the drawing of districts should keep communities of interest <br /> intact (geographic, socia-economic and racial-ethnic) and <br /> avoid splitting precincts. <br /> 16 <br /> 17 <br /> 18 Patrick Mulkey continued the presentation. He said he agrees with making running for <br /> 19 office more affordable. He said there should be a number of public hearings, and he is not a fan <br />
