38 <br /> • ORANGE COUNTY <br /> + NC7WM CAROLINA <br /> H C D <br /> ORANGE COUNTY HOUSING&COMMUNITY DEVELOPMENT <br /> Understanding the Funding Timelines for the Orange County <br /> HOME Program <br /> HOME Program Overview <br /> The U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships <br /> Program (HOME Program) provides formula grants to states and localities, called Participating <br /> Jurisdictions,to fund a wide range of affordable housing activities including building, buying, and/or <br /> rehabilitating affordable housing for rent or ownership. <br /> In Orange County,the HOME Participating Jurisdiction is a Consortium consisting of Orange County and <br /> the Towns of Carrboro, Chapel Hill, and Hillsborough, with the County acting as lead entity. In 2017, the <br /> Consortium was renamed the Orange County Local Government Affordable Housing Collaborative. <br /> The Collaborative coordinates the funding process for the HOME program, accepts and reviews <br /> applications from local organizations, and presents recommendations to the elected bodies of each <br /> jurisdiction for funding approval. Examples of activities that have used Orange County HOME funds <br /> include: <br /> • Provision of down payment assistance to low-income homebuyers <br /> • Acquisition and development of affordable homes for rent or ownership <br /> • Rehabilitation of affordable housing units <br /> • Provision of tenant-based rental assistance <br /> HOME Funding Timeline <br /> Below is an example of a typical timeline for the Orange County HOME Program: <br /> Orange County releases HOME Program application for upcoming year December(prior year) <br /> HUD releases HOME allocations for Participating Jurisdictions and February/March <br /> Consortia <br /> Orange County HOME Program applications are due February <br /> The Collaborative reviews HOME applications and creates a funding March/April <br /> recommendation for the elected bodies of each jurisdiction <br /> The Collaborative's funding recommendations go before the elected April/May <br /> bodies for approval <br />
