z <br />these funds bring the current budget to $3,501 far FY 2003-04. This budget amendment <br />provides for the receipt of these funds. (See Attachment 1, column #2) <br />4. Crisis Intervention Prevention - An additional State allocation of federal funds totaling <br />$35,035 to pay for crisis related heating/living needs for Orange County citizens that are <br />medically at-risk. Staff estimates that 115 citizens will be served with these additional funds. <br />This is a mandated program with no County funds required. These additional funds bring <br />the current budget for this program to $135,035 for FY 2003-04. This budget amendment <br />provides for the receipt of these funds. (See Attachment 1, column #2) <br />5. Energy Administration Program - An additional State allocation of federal funds totaling <br />$1,777 related to the Low Income Home Energy Assistance Program (LIEAP) Black Grant.. <br />These funds will be used for temporary staff to interview and determine eligibility for low <br />income clients for the Public Assistance programs. These additional funds bring the current <br />budget for this program to $21,777 far FY 2003-04. This budget amendment provides for <br />the receipt of these funds. (See Attachment 1, column #2) <br />Miscellaneous <br />6. On June 30 of each year, certain designated appropriations are not fully expended. Many of <br />these relate to outstanding purchase orders where goods and services have been ordered <br />but not yet received and/or paid. In accordance with the annual budget ordinance, funds far <br />these outstanding purchase orders are automatically re-appropriated in the new fiscal year's <br />budget. On the other hand, there are instances where approved funding for certain <br />initiatives is not fully expended at the end of the fiscal year. Funds for these planned, but <br />unencumbered expenditures, must be re-appropriated from the County's fund balance. An <br />example of this from last year includes unexpended monies from the Human Services <br />Safety Net totaling $219,116 that will be added to the funds available in the current fiscal <br />year of $115,000. In order to carry these funds forward and authorize their expenditure in <br />fiscal year 2003-04, it is necessary for the Board to approve the attached amendment. (See <br />Attachment 1, column #3) <br />Department on Aging <br />7. The Department an Aging has received donated funds totaling $2,500 from the Carol Woods <br />Retirement Community to support 50% of the costs of the public television production In <br />Praise ofAge, which is aired weekly on The Peoples Channel. These funds will be used to <br />pay apart-time production manager and purchase supplies necessary for the project. <br />These additional funds bring the current budget for this production to $5,000 far FY 2003-04. <br />This budget amendment provides for the receipt of these funds. (See Attachment 1, column <br />#4) <br />FINANCIAL IMPACT: Financial impacts are included in the background information above. <br />RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners <br />approve the attached budget ordinance amendments. <br />
