The Orange County Zoning Atlas is a map of the County's planning and zoning <br /> jurisdiction that assigns all parcels a zoning district. Each zoning districts includes <br /> specific standards, as outlined in Article 3 of the Unified Development Ordinance (UDO), <br /> and specific allowable uses, as are found in the Table of Permitted Uses in Section 5.2 of <br /> the UDO. The proposed amendment would rezone the affected parcels from EDE-1 <br /> (Economic Development Eno Lower Intensity) to R-1 (Rural Residential). <br /> Maps depicting the affected areas are included in Attachment 2. A combined notice for the <br /> public information meeting and Planning Board meeting was mailed to affected property owners <br /> and those within 1,000-feet of the affected areas on October 11 (see Attachment 3 for <br /> materials). Signs were posted by staff in the affected areas on October 13. <br /> Public Information Meeting <br /> Planning staff held an on-line public information meeting on October 26. Other than staff, 9 <br /> people, including 3 BOCC members, attended the meeting. Questions from attendees focused <br /> on basic zoning information and a comment about increasing traffic noise impacts over the <br /> years. Costs for mailed notifications, signs, and the required legal <br /> advertisement will be paid from FY2021-22 Departmental funds budgeted for this purpose. <br /> Existing Planning staff included in the Departmental staffing budget will accomplish the work <br /> required to process these amendments. <br /> RECOMMENDATION(S): The Planning Director recommends the Planning Board: <br /> 1. Review the proposed amendments to the Orange County Comprehensive Plan Future <br /> Land Use Map and to the Orange County Zoning Atlas. <br /> 2. Deliberate on the proposal as desired, <br /> 3. Consider the Planning Director's recommendation, and <br /> 4. Make a recommendation to the BOCC on the Statement of Consistency (Attachment 1) <br /> and the proposed ordinance (Attachment 2) in time for the December 14, 2021 BOCC <br /> meeting. <br />
